Traditional Dutch windmills were constructed permanently on the ground and sometimes on other buildings, as was the case with the now non-existing structures in Drewnica and Wikrowo; they contained at least three storeys. The four-storey windmill in Palczewo has brick, accessible foundations, which contain store rooms, and the tower is covered with a wooden shingle. The sails of the windmill rotate with the wind with the help of a turbine mounted inside.

Even before the Second World War the windmill in Palczewo was considered a technological monument, despite that fact that it was also being used after the War. In front of the windmill there is a house built in 1859, which contains a decorative porch made by a carpenter.
